Fishing Permits: Which permit and when?

Fishing is a popular hobby in Finland, but before heading out to the water, it's important to know which permits you need. The Finnish fishing permit system is relatively straightforward but has a few key rules.

Fisher and fishing permit

1. Free-of-charge general fishing (Everyman's rights)

Certain types of fishing are free and fall under general fishing rights. You don't need a permit if:

  • Angling: Using a single rod and line with a float and natural bait (no reel for casting).
  • Ice fishing: Using a single short rod through a hole in the ice in winter.
  • Herring rigging: Using a specific rig for Baltic herring.

Note: General fishing rights do not apply in rapids and currents of rivers containing migratory fish, or in other restricted areas.

2. National Fisheries Management Fee

If you are between 18 and 64 years old and fish in any way other than angling or ice fishing (e.g., lure fishing, fly fishing, trap fishing), you must pay the National Fisheries Management Fee.

  • The fee is personal.
  • It entitles you to fish with one rod in most parts of the country (excluding special sites).
  • Persons under 18 or 65 and over do not need to pay this fee.

3. Special Permits and Owner's Permits

You need a separate permit in the following cases:

  • Rapids and special fishing areas: For example, Metsähallitus angling permits for state-owned waters.
  • Fishing with more than one rod: For example, trolling with multiple lines.
  • Trap fishing: Nets, traps, etc.

The permit must be purchased before you start fishing.
